This particular one marks the site of the old Temple Bar, which was a real (and narrow) gate, removed during widening of Fleet Street in the nineteenth century and reinstalled a few years ago in the new development to the north of St Paul's. When the monarch arrives at Temple Bar "in state" (i.e., only on special occasions), she has to stop and wait while the Lord Mayor and various dignitaries come out in all their robes to present various symbols of the City for her to acknowledge them, so as to confirm the City's rights and privileges (it was very important in mediaeval times, one of the important components of Magna Carta, that the City and its trades guilds could regulate their own affairs independently).
